Prime Minister Balen Shah and RSP Chair Rabi Lamichhane met for several hours at Lamichhane's Budhanilkantha residence on Wednesday, October 28, and the cabinet meeting set for that day was moved to Thursday. Outlets differ on the length: Onlinekhabar said the talks ran from about 10:15 am to 2:15 pm, while one Annapurna Post report put them at more than five hours.
Neither side has said officially what was discussed. Sources cited by Annapurna Post said the talks centred on a planned civil service ordinance, the future of Inspector General of Police Dan Bahadur Karki and a disputed audio recording linked to RSP lawmaker Khagendra Sunar. The Prime Minister is said to want the 30-55 provision for the civil service, which Lamichhane opposes for fear of losing experienced staff. A parliamentary subcommittee is due to meet on Thursday over a police uniform procurement dispute, an issue the RSP may use to press for Karki's exit, the paper reported.
